Hi, well my lizzie cosplay was half and half i brought the base dress, it was a strapless red corseted dress i found on ebay. i altered it by buying additional material with a sample piece of the dress in white and pink. the dress was a lot longer on me so i used the fabric from the front pannel and the bottom to creat the shrug to make the dress look like a long sleeved dress. The shrug pattern i brought from a local fabric store, its just puffed sleeved shrug but i extended the arms and widened them. all the pleating is just done by gathering the material and the end of the sleeves are decorated with simple white lace. I hope some of that helped, it was about three years ago that i made the dress so it's been a while.
